Getting error on MS Windows 2008 64bit for installation of R12.2

'cl' is not available.

if you will check your message it is clearly stating 'cl' is not available. you need to follow MOS note: 1330706.1
you will require to copy cl from MS Visual studio and put in your system32 directory.
