Environment: Oracle 11.2.0.1.0 databases
OS: Win2008
Certificate Error: Navigation Blocked

Continue to this website, which has worked for years, FAILS.

IE9 popup blocker disabled
Database control URL in TRUSTED SITE list
TRUSTED SITE security level set LOW
IE9 Protected mode NOT enabled

I have removed and rebuilt the repository with NO ERRORS during process.

There is no effect on the certificate navigation blocked error
